I'm admitting up front that I only made it to about page 50. I felt like I was wasting my time and decided not to read further.

The problem with this book is that the author took a very interesting world, interesting characters with unique problems, an interesting plot, and made them absolutely boring.

The scenes should have been energetic (a human speaks to a dragon for the first time since the end of the dragon world that has divided the world. Will he kill her? Will he help her? Will they both be punished for breaking the dragon/human law?) and yet they had no suspense or feeling or tension. Yawn. I was bored to tears.
