I honestly can't remember too much of this book, but I do know that I liked it a moderate amount. The dragons are in hiding and people are steadily encroaching on their land, so the main dragon character sets out on an adventure to find dragon mecca. He brings with him a brownie and the titular "dragon rider" - an orphaned human boy. I like Cornelia Funke, she's a good writer and has a vivid imagination, but this and The Thief Lord don't live up to the goodness that is Inkheart/Inkspell.
