You have to ask by the da's office setting up a sting some of the events they were causing to happen and may not have occured if they hadn't set it up. Entrapment

Also how did they think they were going to control it and how did they not realise how big it got?

I suppose that it helped to think that the set up person in the da's office was a thrill seeker and got carried away

We found out thehows and why not thru action but as an explanation to another character.

Was a interesting idea but maybe could have played out better .. there was something missing
