OK, so everyone seems to be misunderstanding the cameras - including Stephen King in his (awful) review for EW.There is a great deal of evidence as to the highly advanced (read: equivalent to magic) technology at the Capitol's disposal which I think Ms. Collins does a fantastic job with
BUT
there is a specific, subtle reference to "insect-like" cameras in the reaping scene. It is too early in the book to actually read into the phrase the image of gnat like piloted drone cameras, but if you go back and re-read it, there it is, just sitting there. I actually love that. Basically, the cameras are like our military's remotely piloted predator drones shrunk down to the size of a wasp. Btw, you don't want to make these cameras too small because the most difficult thing for flying tech much smaller than a gnat is contending with air currents and holding a stable position. You could have a "swarm" camera that could build composite images from multiple close viewpoints however. It's a neat concept with quite a few interesting implications.
