It's a good book, and to help people out on here who'd like to read it here is an url that works for book one:
Interesting story involving two separate races with an interesting coexistence dynamic. Just how much the Cildic (sp) actually need the M (something or other) people to help control the more powerful among them remains to be seen. Interesting concept tho. I like the dynamic between the two mc's. I was unsure at first of Kier, that he would be too soft, but I find I rather like him.

Note that this series is incomplete, or at least what is available is no longer complete. Honestly, I wouldn't have...more
Well, I have to say, this is quite the ambitious work.

Two separate races live in the land of Helmriche. First there are the Miltsians, who with their telepathic powers are the country's rulers and primary citizens. Then there are the Cildisc, who are treated as second class citizens and little better than slaves, despite their elemental powers. I still check to see if this has been updated. I stayed up late reading this one every time there was an update. I think one of the authors had a serious illness, though, and it doesn't seem likely to be finished. Easily five stars if it were...
I'd gladly give this four stars if the author ever finished it. But it seems likely never to happen.
