The fact that Chinese naval planners are embracing the doctrine of zero-sum control of the seas is a chilling prospect, and one that anyone interested in current events, global strategy, and geopolitics should give careful consideration to. Holmes & Yoshihara do not underestimate the challenges presented by a Mahanian PLAN, but they are not alarmist about it either.
