En fait de manuel, c'est surtout une juxtaposition d'aphorismes de ce général qui sont malheureusement complètement détachées et de leur source et de leur contexte. Leur nombre donne néanmoins une idée du cynisme brutal mais aussi de la lucidité du personnage, ainsi que de l'inévitable corruption morale qu'induit la nécessité chez les hommes de pouvoir.
