I think this book, along with Characters and Viewpoints by Orson Scott Card, are the best books in the "Elements of Fiction Writing" series. It explains clearly the role of each story part, as well as tips and tricks if you get stuck in each part.

I borrowed this from the library, but I need to own it! I have never read a more clear, useful, step-by-step manual to brilliant writing. If you don't have talent, this book won't give it to you, but if you do, Kress' advice is invaluable.
