Volume 13 resolves the Budokai martial arts tournament, if not the cultural festival overall, and does a strong job overall. Some of the new characters do appear to be there just for the fan service, but it's still enjoyable.

Pretty good volume in the series, really liked that there was more of a look into Negi's father even if things weren't exactly resolved.
