I'm only half way through, but a terribly interesting little book. Kant essentially treats nations as persons and then applies his categorical imperitive, particularly its second formation from the Groundwork - treat people as ends, never means - as the basis for creating perpetual peace.

Very interesting point he makes about democracies being despotic by definition - but I think this is avoided by the notion of separation of powers. All the same, he has me thinking about this. Very interesting point he makes about democracies being despotic by definition - but I think this is avoided by the notion of separation of powers. All the same, he has me thinking about this. His point being that a democracy, by definition, is required to have the same power enforcing its will as that which creates its will. And this is the will of the majority over the minority. So, there is no separation of powers and this is not really a republic, but a despotism. Like I said, I think the separation of powers between the administrative functions of government and the legislative functions are enough to overcome this concern, but I might need to think about this some more.

There is an absolutely fantastic footnote in which a Greek king wishes to end the strife he is facing with the Bulgarian Prince by challenging him to a duel (you know, pistols at dawn) and the response is, "If a blacksmith has tongs he never picks up a piece of glowing iron from the fire with his bare hands". Ah, the joys of having a personal army. Must get myself some followers.

He believes that if all nations were republics then there could be no wars. If only he understood the power of Fox News, nationalism and the near inexhaustable gullibility of 'the people' when it comes to matters of national pride.

He believes that republics would rarely vote for war, because the people most likely to suffer from war would be given a say. Princes, who at the time had an appetite for war that seemed never to be sated, only had that appetite because they did not have to live with the consequences of their actions. During the war they still had their summer palaces, etc.

But the modern world has proven Kant wrong here too, unfortunately. Is the unconcern of these princes any different to the public in the USA or Britain or Australia who can send our specialist military class off to war with the people of Iraq, reduce their country to rubble and barely notice the consequences at all at home? Modern technology has made Princes of us all.

His point that the natural state of humanity as nation is war is an interesting one - not least because what is best about people is not what is natural about us, but what we do to constrain our natural impulses. Norms between nations - rules and standards of behaviour - are essential, but how to achieve this?

A remarkably current book in so many ways, as one would expect from something written only a little over 200 years ago.

"Esta inscripción satírica que un hostelero holandés había puesto en la muestra de su casa, debajo de una pintura que representaba un cementerio..." así, con un tono irónico, parte esta obra de Kant, que tiene un objetivo bastante ambicioso: plantear las condiciones necesarias para lograr la paz (a su juicio, decir "paz perpetua" es un pleonasmo: la paz siepre es perpetua, sino es sólo un armisticio).
Agunas consideraciones básicas están expuestas como "artículos preeliminares". Aquí, unos nos llegan más que otros: se debe poner fin a los ejércitos permanentes, un etsaod no deben inmiscuirse en la política de otros, etc. Después de hacer estas consideraciones, expone los "artículos definitivos", que son tres:
1) La constitución debe ser una ´Republicana (bonus: la democracia no es uan república). República e sun concepto que se opone a despotismo, y tiene como pilares al libertad, el estado de derechos y la representatividad.
2) El derecho de gentes debe fundarse en una federación de estados libres. El dercho de gentes es el que se da entre los Estados. Los estados están actualmente en un estado de naturaleza (que para Kant no es idílico: en esto se asemeja más a Hobbes (aunque sólo en esto) que a Rousseau). La solución a esto entre individuos es el estado, pero entre Estados debe ser una federación (y no un etsado de Estados, porque no corresponde que éstos renuncien a sus facultados legisladoras). "Esta federación no se propone recabar ningún poder del Estado, sino simplemente mantener y asegurar la libertad de un Estado en sí mismo, y también la de los demás Estados federados, sin que éstos hayan de someterse por ello -como los individuos en el estado de naturaleza- a leyes políticas y a una coacción legal." Una idea más que cuestionable.
3) El derecho de ciudadanía mundial debe limitarse a las condiciones de una universal hospitalidad.

El objetivo final no es el derecho de gentes, sino que el derecho cosmopolita, que es el que tenemos por ser ciudadanos del mundo.

Queda consutuído así algo que sienta las bases (al menos teoricamente) de muchos intentos que hemos visto en el siglo XX, como la ONU y la CEE - UE.

Pero no deja de estar el planteamiento de Kant, a mi juicio, lleno de problemas, no el campo teórico, sino que al llevarlo a la práctica. En este sentido, dos alcances: por un lado no quedan claros los medios por los que pasaremos de la situación actual a esta condición, en la que no habrán ejércitos y todos los Estados serán repúblicas. No está en el interés de KAnt generar un programa de acción, sino en decir que es posible y dar estas condiciones y objetivos. Como argumento a favor está el hecho de que en el siglo pasado, la mayoría de las guerras se dieron entre Repúblicas y regímenes despóticos y casi nunca entre repúblicas (y quizás nunca entre Repúblicas bajo la definición kantiana). Y as mismo, las federaciones de Estados, hasta ahora, han sido medianamente exitosas en a conservación de la paz (la UE ma´s que todo) -pero aún es muy prematuro decretar su éxito, porque apenas ha pasado tiempo desde que el mundo se embarcó en la guerra más destructiva que ha conocido, y es una ingenuidad creer que porque durante 60 años se ha mantenido una relativa paz estamos más cerca de la paz perpetua.

Son interesantes también los apéndices, en los que Kant analiza las relaciones netre moral y política, haciendo la distinción entre el "político moral" y el "moralista político". Con éste último concepto hace referencia al pensamiento maquiavelico que levanta reglas de conducta propias del actuar político (resumidas ahí magistralmente). Dice luego Kant que en realidad nu pueden haber divergencias entre la moral y la polícica, ya que ésta se subordina al derecho, y el derecho a la moral. El "político moral" es quien actúa de acuerdo a las reglas de la moral, comunes a todos los hombres, conocidas mediante la razón. (less)

Orang lebih sering melihat Kant sebagai seorang moralis dan kritikus pengetahuan, daripada politikus yang menghasilkan sebuah mahakarya pemikiran politik. Kant lebih cenderung dikenal karena buku-buku kritik dan metafisiknya daripada buku politiknya, yang termaktub dalam Zum Ewigen Freiden. Padahal, ide politik Kant tak dapat dipungkiri telah menjadi satu sindrom yang telah menggejala di seluruh dunia. Sebuah sindrom universalitas manusia, yang menjadi salah satu pijakan bagi gerakan Humanisme internasional saat ini.
Namun, di sini anda tak akan menemukan pembahasan tentang gerakan humanisme lebih lanjut.
Tema yang akan dibicarakan akan lebih difokuskan pada pemikiran politik Kant itu sendiri. Tema ini menjadi topik utama di pembahasan kali ini bukan karena keunggulannya di antara pemikiran Kant yang lain. Semua pemikiran Kant tentu memiliki keunggulan-keunggulan dengan spesifikasi yang berbeda-beda. Jadi, tema ini diangkat hanya untuk melihat bagaiamanakah konsep politik yang ditawarkan Kant itu. Apakah konsep politik yang diberikan Kant berupa konsep politik yang mengagungkan kebebasan individu seperti yang ditawarkan Locke, ataukah sebuah konsep yang menjadi bayang-bayang pemikiran politik Machiavelli yang menjunjung absolutitas sebuah kekuasaan?
Pemikiran Kant akan segera nampak setelah satu-persatu bagian-bagian dari konsep politiknya dibedah. Pembahasan pertama akan menampakkan sebuah bidang besar yang berisi tentang konsep awal perdamaian pada tataran masyarakat lokal hingga taraf dunia. Di sini akan dijelaskan bagaimana perdamaian itu muncul dan dipertahankan. Pembahasan kedua akan sedikit membicarakan relevansi pemikiran Kant ke dalam realita kekinian, dalam masyarakat yang sudah mengglobal.
Dualisme manusia
Manusia hampir selalu memiliki semacam dualisme di dalam dirinya. Dualisme yang menjadikannya memasuki dua dunia yang berbeda bersamaan. Dunia keberaturan dan ketakberaturan. Dualisme entitas diri itu menampakkan dirinya sebagai “keakuan” dalam dimensi kemanusian dan keakuan dalam dimensi “kebertubuhan”. Dimensi kemanusiaan dengan semangat keberaturan dan dimensi kebertubuhan dengan ketakberaturannya.
Keinginan akan keberaturan dan ketakberaturan ini akan selalu menjadi bagian dari gerak hidup manusia. Di satu sisi mendambakan keberaturan, di sisi lain keberaturan itu tak dapat diwujudkan. Dengan dua kecenderungan ini, akan terjadilah pertarungan antara dua entitas dalam diri manusia itu. dan nampaknya tindakan manusia lebih didominasi oleh kebertubuhan daripada sisi kemanusiaannya. Sisi kebertubuhan yang menjadikan manusia cenderung melakukan tindakan onar. Manusia kemudian lebih suka hidup dalam sisi keliarannya dengan melakukan agresi, keinginan mendominasi yang lain, serakah, cinta kejayaan, dan sebagainya. Jadi keinginan manusia untuk hidup dalam keberaturan akan selalu dikacaukan oleh dominasi kebertubuhan di dalam dirinya.
Posisi yang tak menentu dan dengan segala kebimbangan dalam dirinya, maka manusia menyerahkan upaya keberaturan itu pada tangan alam.

In this short pamphlet, Kant lays out his thoughts on how to achieve permanent peace between nation states. Although I found some of it hard going, particularly the first supplement, some of it is very forward-looking, placing Kant very ahead of his time. He says, for example, that standing armies should be wound down and eventually abolished and that there should be no foreign debt between nations - ideas that are radical even today! Very interesting and thought-provoking stuff.

brilliant!
the predicition of the peace course the world would take by one of it's greatest geniuses! So far he's been absolutely right, and with the nuke now publicly available we have to follow his path to avoid annihilation!
If he'd only have written a bit more skilled in terms of writing a readable piece. Well, he was a mathsteacher after all.

I love his essay on "Perpetual Peace" - everyone should read this essay - it would make the world a better place...no kidding. It's absolutely idealistic, but idealism is what this world needs - it certainly was what I needed freshman year of college, when I first read the essay.

Once you've got your tautologic ideas, your metaphyics, what do you do? You go into political theory! And Kant did this better, in my opinion, than anyone. Well, Hegel was no slouch either with his organic Fascism...
