Worth reading! I love Chap.3 Municipal Power and Local Elites, Chap. 4 The Crisis of 1931-32, and Chap.6 Municipal Finance. The analysis and arguments are fascinating and solid. When talking about the 1932 undeclared war, it is really touching. I think Henriot gave his sympathy to the Shanghai municipal government.
