Hmm. This was a little like 'naive environmentalist and inexperienced social science researcher discovers that technocratic global bureaucracies aren't all they're cracked up to be.'
But I do know a bit more now about how the Global Environment Facility (the 'financing mechanism' for the UN Conventions on Climate Change and Biological Diversity) works.
