I must give a disclaimer that Dr. Svara was on my dissertation committee. And, I have not read the book cover-to-cover. However, I used part of it to supplement my class on public administration class tonight as we discussed ethics. The book provided a nice framework. I am going to hang on to my library copy a little longer so I can take more of it in.
