Is The Writer Telling Too Much?

CHAPTER(~Common But Dangerous Substances!~)

In this book the writer gives just enough information to get the public informed, so in my opinion the writer didn't give too much information. On page 12 in the book they have a picture of a homeless boy sniffing solvent from a bottle they say that the people in his social class can afford this substance because it is cheap in his country.
