Historian and political scientist, was born in Solsberry, Indiana, the son of William R. Ogg and Sarah S. Law, farmers. The family later moved to Greencastle, Indiana, so that Ogg could attend college at DePauw University. He graduated in 1899 and earned a master’s degree from Indiana University in 1900.
