Worth 3.5 stars. So wanting half star ratings on GR.

Incredibly detailed world-building for such a short story. The political and business power structures have been wiped out in the US (and possibly elsewhere in the world, although aid packages from China are mentioned), since almost all those in leadership positions had nanotech cognitive upgrades and so died when the plague hit.
