Steven Peterson
A classic by Daniel Elazar. He studied, among other issues, federalism. This work examines the subject from the perspective of the states. One contribution: his analysis of political culture in the states. Many have used his insights to study the effects of states' political cultutres on politics inb the American states (and I'm one of those).

Dated now. But worth a look as a classic.
