La seguridad es un tema de gran importancia en los países en desarrollo, la violencia en sus distintas formas, guerrillas, guerras civiles, narcotrafico y otras formas de crimen organizado, causan perdidas importantes en crecimiento y peor aun daños costos a la estructura social y confianza en las instituciones de dichos países.

El reporte involucra a muchos expertos de todo el mundo en temas de cooperación y de reconstrucción institucional en lugares en conflicto.
