Recommends it for: Anyone interested in German history, World War I, or naval history
A solid academic biography of one of the leading players in the Anglo-German arms race. The writing is good and the research is beyond impressive. Kelly knows his historiography and is at pains to situate his findings within the current scholarly debates about the nature of the Bismarckian constitution under Wilhelm II and the causes of World War I.
