Tidak mengherankan bila Indonesia dikenal dengan sebutan negeri yang gemah ripah loh jinawi, tanaman apapun yang ditanam di negeri ini pasti bisa tumbuh.<br/>Kebijakan pertanian pemerintah sejak tahun 1960-an lebih diarahkan pada penyeragaman pangan dengan penggunaan bibit varietas unggul, pestisida, dan pupuk kimia, serta fasilitas irigasi untuk memacu produksi beras.<br/>Sejak itulah kebijakan pertanian diarahkan pada intensifikasi produksi satu jenis pangan saja, yaitu padi. Kebijakan ini diterapkan dengan asumsi bahwa semua penduduk Indonesia mengkonsumsi nasi sehingga padi menjadi perhatian utama.<br/>Padahal masih banyak alternatif bahan makanan lainnya seperti jagung dan palawija yang bisa dikembangkan dan dijadikan makanan pokok pengganti beras., sehingga bisa menghindari bahaya kelaparan.<br/>Ketika beras dijadikan satu-satunya makanan pokok, maka penurunan produktivitas beras akan menimbulkan kekurangan serta kerawanan pangan. Akibatnya, banyak petani yang menanam padi saja di sawahnya yang berdampak pada menurunnya produktivitas panennya.<br/>Karena perhatian, dana, dan upaya penelitian serta pengadaan sarana pertanian terserap untuk menyukseskan proses monokultur pertanian, pemerintah dan lembaga penelitian mengabaikan pengembangan dan perlindungan sistem pertanian dan pangan lokal.<br/>Dan lagi-lagi kebijakan pertanian tak mampu mengangkat kondisi ekonomi petani, terutama petani padi. Hal ini berbeda dengan kondisi di Eropa dan negara maju lainnya dimana petani memperoleh berbagai dukungan dan subsidi.<br/>Petani adalah produsen pangan namun termiskin di Indonesia.
