What sets Soros's book apart from all the others is the recurring presence of Soros himself, frequently citing previous books he's written, speeches he's made, and highlights of his career. The pronoun &quot;I&quot; is never far away. Granted, it's been an interesting career; his financial success coupled with his passionate political convictions would make for a terrific memoir, but at times in this book Soros's ego gets almost comically in the way. Referring to his long-held support for open societies, he says this philosophy &quot;could almost be called the Soros doctrine&quot; only to renounce propriety over it a page later. Soros is a capable writer and a clear thinker, and he ably articulates his views. Zwei Maßnahmen stehen dabei im Vordergrund: eine Stärkung internationaler Institutionen wie WTO, Weltbank und Internationaler Währungsfonds, und eine wettbewerbsorientierte Neustrukturierung der Auslandshilfe.<p>  Beide Ansätze sind nicht neu. Bereits in seinem vorherigen Buch, <em>Die offene Gesellschaft</em>, plädierte Soros für eine stärkere Reglementierung der Finanzmärkte -- und gleichzeitig für eine Neuordnung der internationalen Beziehungen zugunsten der unterentwickelten Staaten. Sein &quot;SZR-Vorschlag&quot; knüpft an diesen Vorgaben an. In seinem Kern beinhaltet er die Finanzierung internationaler Hilfs- und Sozialprogramme mittels Sonderziehungsrechten (SZR). Dabei handelt es sich um eine Art zusätzliche Währungsreserve, die der IWF an seine Mitgliedsstaaten ausgibt. Soros schlägt vor, dass reichere Staaten ihre Zuteilungen zugunsten der Entwicklungsländer spenden, und dass eine Art Markt geschaffen wird, auf dem Hilfsprogramme um die Mittel der Geldgeber konkurrieren.<p>  Soros hat natürlich den immensen Vorteil, die besten Experten konsultieren zu können. Diese halten den &quot;SZR-Vorschlag&quot; für praktikabel, womit er zumindest die Chance erhält, von den Mächtigen der Welt beachtet zu werden. Ob dieser Plan aber auch realisiert werden wird, hängt ganz entscheidend vom Verhalten der USA ab. Und diese lehnen bislang jeden Eingriff in ihre nationale Souveränität vehement ab -- und nichts anderes wäre eine Stärkung der internationalen Finanzinstitutionen.
