Now in his controversial new work, Who Are We?, Huntington focuses on an identity crisis closer to home as he examines the impact other civilizations and their values are having on our own country.
America was founded by British settlers who brought with them a distinct culture, says Huntington, including the English language, Protestant values, individualism, religious commitment, and respect for law. The waves of immigrants that later came to the United States gradually accepted these values and assimilated into America's Anglo-Protestant culture. More recently, however, our national identity has been eroded by the problems of assimilating massive numbers of primarily Hispanic immigrants and challenged by issues such as bilingualism, multiculturalism, the devaluation of citizenship, and the "denationalization" of American elites.
September 11 brought a revival of American patriotism and a renewal of American identity, but already there are signs that this revival is fading. Huntington argues the need for us to reassert the core values that make us Americans. Timely and thought-provoking, Who Are We? is an important book that is certain to shape our national conversation about who we are.

]]>From this antagonism between the ideals of democracy and the realities of power have risen four great political upheavals in American history. Every third generation, Huntington argues, Americans have tried to reconstruct their institutions to make them more truly reflect deeply rooted national ideals. Moving from the clenched fists and mass demonstrations of the 1960s, to the moral outrage of the Progressive and Jacksonian Eras, back to the creative ideological fervor of the American Revolution, he incisively analyzes the dissenters' objectives. All, he pungently writes, sought to remove the fundamental disharmony between the reality of government in America and the ideals on which the American nation was founded.
Huntington predicts that the tension between ideals and institutions is likely to increase in this country in the future. And he reminds us that the fate of liberty and democracy abroad is intrinsically linked to the strength of our power in world affairs.
This brilliant and controversial analysis deserves to rank alongside the works of Tocqueville, Bryce, and Hofstadter and will become a classic commentary on the meaning of America.
]]>Dass ausgerechnet die "protestantisch-fortgeschrittenen" USA diese Regierungen in vielen Fällen mit massiver Hilfe unterstützen, wird dabei freilich unterschlagen. Man fragt sich, was das soll. Doch spätestens im Beitrag von Mariano Grondona wird klar, wohin der Hase läuft: "Indem Menschen ein Wertsystem wählen, geben sie faktisch jener Art von Wirtschaft den Vorzug, die sich aus dem jeweiligen System ergibt, und diese Wirtschaft bekommen sie dann auch." In anderen Worten: Die Dritte Welt ist selber schuld, wenn es ihr nicht so gut geht wie dem Westen -- sie müsste ja nur ihre Werte ändern.
So simpel sind die Dinge aber nicht. Ganz abgesehen davon, dass es da auch noch Handelsbeschränkungen und internationale Machtkonstellationen gibt, klimatische Besonderheiten und Unterschiede in der natürlichen Verteilung der Ressourcen, sucht man sich auch sein Wertesystem nicht einfach aus: Kultur ist nichts, was an sich existiert. Kultur ist menschgemacht. Sie bestimmt das Handeln zwar, doch gleichzeitig wird sie durch dieses Handeln -- und das heißt: durch die Menschen und die Umstände, in denen sie leben -- auch hervorgebracht. Als Universalerklärung für Entwicklungsunterschiede sind Werte deshalb nur bedingt geeignet: Sie selbst sind ein Produkt, das zu erklären ist.
Im Übrigen muss man sich schon entscheiden: Wenn man "Kultur" tatsächlich "ernst nimmt" (so der Titel eines Textbeitrags zur Situation der Afroamerikaner in den USA), dann heißt das, dass auch unsere eigenen Werte kulturelle Werte sind. Insofern sollte man sich auch die Frage stellen, ob die Erziehung zu "Ordnung, Reinlichkeit, Pünktlichkeit, Achtung vor dem Gesetz, Arbeitsethos und Genügsamkeit" tatsächlich für die gesamte Welt der Königsweg zum "Fortschritt" ist (Harrison) -- oder nur den Idealvorstellungen des evangelikalen Okzidents entspricht. Das unterbleibt jedoch: Für die Herausgeber des Sammelbands ist die Kultur -- nicht sehr viel anders als zu Beginn des 20. Jahrhunderts das Konzept der Rasse -- lediglich als ( Schein-)Erklärung für die "Minderleistung (sic!) einzelner ethnischer Gruppen" von Interesse.
Glücklicherweise enthält die Aufsatzsammlung neben Huntington, Harrison und Co. auch Stimmen, die das Gegenteil dieses Paradigmas vertreten: Der Ethnologe Richard Shweder plädiert für eine wertungsfreie Anerkennung kultureller Vielfalt; Jeffrey Sachs betont die Rolle, die Geografie und Politik für wirtschaftlichen Fortschritt spielen. Das macht Streit um Werte spannend, obwohl die "Einführung" diese konträren Stimmen bereits im Vorhinein zu diskreditieren versucht -- ein Vorgehen, das für einen Sammelband gelinde gesagt ungewöhnlich ist. Andererseits lässt es die fast schon religiöse Dimension des Streits erkennen. Für neuzeitliche Universalrezepte scheint es inzwischen nicht mehr leicht zu sein, sich gegen einen aufgeklärten postmodernen Pluralismus durchzusetzen. --Bernhard Wörrle
