In an introduction, Harrison (author of <em>Underdevelopment Is a State of Mind</em>) writes in the third person of the movement he helps lead: &quot;They are the intellectual heirs of Alexis de Tocqueville, who concluded that what made the American political system work was a culture congenial to democracy; Max Weber, who explained the rise of capitalism as essentially a cultural phenomenon rooted in religion; and Edward Banfield, who illuminated the cultural roots of poverty and authoritarianism in southern Italy, a case with universal applications.&quot; (The book, moreover, is dedicated to Banfield, &quot;who has illuminated the path for so many of us.&quot;) For readers loath to make value judgments about cultures, <em>Culture Matters</em> may be tough going. But admirers of <em>Trust</em> by Francis Fukuyama, <em>The Wealth and Poverty of Nations</em> by David Landes, and any number of books by Thomas Sowell will find much to admire on these pages. Fukuyama and Landes, in fact, have written chapters--along with Barbara Crossette, Robert Edgerton, Nathan Glazer, Seymour Martin Lipset, Orlando Patterson, Lucian Pye, Jeffrey Sachs, and many others. In an especially compelling essay on Africa's continuing plight, Daniel Etounga-Manguelle asks, &quot;What cultural reorientation is necessary so that in the concert of nations we [Africans] are no longer playing out of tune?&quot; <p>  And this is the point of the book: not to denigrate any particular culture, but to figure out how all people can improve their quality of life. In the words of Harrison, who pens the book's concluding essay, &quot;It offers an important insight into why some countries and ethnic/religious groups have done better than others, not just in economic terms but also with respect to consolidation of democratic institutions and social justice. And those lessons of experience, which are increasingly finding practical application, particularly in Latin America, may help to illuminate the path to progress for that substantial majority of the world's people for whom prosperity, democracy, and social justice have remained out of reach.&quot; <em>--John J. Ghanaer orientieren sich an anderen Werten. Mit einem Wort: Kultur zählt.&quot; So einfach kann Komplexes manchmal sein.<p>  <em>Streit um Werte</em> ist mit Vorsicht zu genießen. Zum einen ist das Buch, entgegen dem, was seine Aufmachung verspricht, kein neuer Huntington, sondern ein Sammelband mit Aufsätzen verschiedener Autoren. Der Verfasser des umstrittenen Buches <em>Kampf der Kulturen</em> hat lediglich ein kurzes Vorwort beigesteuert. Zum anderen wird hier mit einer These operiert, die bestenfalls als Halbwahrheit bezeichnet werden kann: Armut und &quot;Unterentwicklung&quot; -- so die zentrale Argumentation -- sind eine Frage der Kultur. Als Paradebeispiel dient Lateinamerika: Die Existenz autoritärer und korrupter Regime sei hier vor allem &quot;entwicklungsresistenten&quot; Wertvorstellungen aus dem iberischen Katholizismus zu verdanken.<p>  Dass ausgerechnet die &quot;protestantisch-fortgeschrittenen&quot; USA diese Regierungen in vielen Fällen mit massiver Hilfe unterstützen, wird dabei freilich unterschlagen. Man fragt sich, was das soll. Doch spätestens im Beitrag von Mariano Grondona wird klar, wohin der Hase läuft: &quot;Indem Menschen ein Wertsystem wählen, geben sie faktisch jener Art von Wirtschaft den Vorzug, die sich aus dem jeweiligen System ergibt, und diese Wirtschaft bekommen sie dann auch.&quot; In anderen Worten: Die Dritte Welt ist selber schuld, wenn es ihr nicht so gut geht wie dem Westen -- sie müsste ja nur ihre Werte ändern.<p>  So simpel sind die Dinge aber nicht. Ganz abgesehen davon, dass es da auch noch Handelsbeschränkungen und internationale Machtkonstellationen gibt, klimatische Besonderheiten und Unterschiede in der natürlichen Verteilung der Ressourcen, sucht man sich auch sein Wertesystem nicht einfach aus: Kultur ist nichts, was an sich existiert. Kultur ist menschgemacht. Sie bestimmt das Handeln zwar, doch gleichzeitig wird sie durch dieses Handeln -- und das heißt: durch die Menschen und die Umstände, in denen sie leben -- auch hervorgebracht. Als Universalerklärung für Entwicklungsunterschiede sind Werte deshalb nur bedingt geeignet: Sie selbst sind ein Produkt, das zu erklären ist.<p>  Im Übrigen muss man sich schon entscheiden: Wenn man &quot;Kultur&quot; tatsächlich &quot;ernst nimmt&quot; (so der Titel eines Textbeitrags zur Situation der Afroamerikaner in den USA), dann heißt das, dass auch unsere eigenen Werte kulturelle Werte sind. Insofern sollte man sich auch die Frage stellen, ob die Erziehung zu &quot;Ordnung, Reinlichkeit, Pünktlichkeit, Achtung vor dem Gesetz, Arbeitsethos und Genügsamkeit&quot; tatsächlich für die gesamte Welt der Königsweg zum &quot;Fortschritt&quot; ist (Harrison) -- oder nur den Idealvorstellungen des evangelikalen Okzidents entspricht. Das unterbleibt jedoch: Für die Herausgeber des Sammelbands ist die Kultur -- nicht sehr viel anders als zu Beginn des 20. Jahrhunderts das Konzept der Rasse -- lediglich als ( Schein-)Erklärung für die &quot;Minderleistung (sic!) einzelner ethnischer Gruppen&quot; von Interesse.<p>  Glücklicherweise enthält die Aufsatzsammlung neben Huntington, Harrison und Co. auch Stimmen, die das Gegenteil dieses Paradigmas vertreten: Der Ethnologe Richard Shweder plädiert für eine wertungsfreie Anerkennung kultureller Vielfalt; Jeffrey Sachs betont die Rolle, die Geografie und Politik für wirtschaftlichen Fortschritt spielen. Das macht <em>Streit um Werte</em> spannend, obwohl die &quot;Einführung&quot; diese konträren Stimmen bereits im Vorhinein zu diskreditieren versucht -- ein Vorgehen, das für einen Sammelband gelinde gesagt ungewöhnlich ist. Andererseits lässt es die fast schon religiöse Dimension des Streits erkennen. Für neuzeitliche Universalrezepte scheint es inzwischen nicht mehr leicht zu sein, sich gegen einen aufgeklärten postmodernen Pluralismus durchzusetzen. <em>--Bernhard Wörrle</em></p></p></p></p></p>]]>
