The potential failure of a large bank presents vexing questions for policymakers. It poses significant risks to other financial institutions, to the financial system as a whole, and possibly to the economic and social order. Because of such fears, policymakers in many countries - developed and less developed, democratic and autocratic-respond by protecting bank creditors from all or some of the losses they otherwise would face. Failing banks are labeled too big to fail (or TBTF). This important new book examines the issues surrounding TBTF, explaining why it is a problem and discussing ways of dealing with it more effectively. Gary Stern and Ron Feldman, officers with the Federal Reserve, warn that not enough has been done to reduce creditors' expectations of TBTF protection. Many of the existing pledges and policies meant to convince creditors that they will bear market losses when large banks fail are not credible, resulting in significant net costs to the economy. The authors recommend that policymakers enact a series of reforms to reduce expectations of bailouts when large banks fail.

Paul Volcker and Toyoo Gyohten enjoyed remarkable careers as economic statesmen for the United States and Japan. Both Volcker, former Federal Reserve Board Chairman, and Gyohten, former vice minister for international affairs at the all-powerful Japanese Ministry of Finance, are graduates of Princeton who began their careers in the 1950s when the United States was beginning to assert itself as an economic superpower and Japan was still rebuilding after the war. Changing Fortunes is the recollections of Volcker and Gyohten about the international monetary affairs of the last four decades as seen from the American and Japanese perspectives.
The book, which is based on a series of lectures given at the Woodrow Wilson School, gives an inside view of all the significant economic events of the last four decades, including the formation of the new monetary system that was negotiated at Bretton Woods in 1944, the Latin American debt crisis of the 1970s, and the interest rate shocks of the late '70s and early '80s. Anyone interested in understanding the current state of world economic affairs will find Changing Fortunes an extremely useful primer. --Harry C. Edwards

This book honors the memory of Allan Sproul, the third chief executive officer of the Federal Reserve Bank of New York, having been its President from January 1941 until he retired in June 1956. He came to the New York Federal Reserve Bank as Secretary in 1930, after serving during the twenties at the Federal Reserve Bank of San Francisco.
The book includes speeches, articles, Congressional testimony, internal memoranda and letters of this great central banker.
His interest in public policy and central banking was lifelong. Those who knew him were invariably impressed with the breadth of his vision combined with technical competence, the strength of his convictions combined with a grace and temperance in intellectual combat, the sense of dignity and position combined with a warmth of personal friendship. During his presidency of the "New York Fed", he stimulated a whole generation of Federal Reserve officials to find their careers in central banking and related professions, fostering monetary stability in this country and international economic cooperation. Throughout his "retirement", he continued to support those causes, consulting with those from Presidents on down who sought his judgement.
The volume of his writings, published and unpublished, bears testimony to the scope of his interests and the quality of his thought. A representative selection from these writings is of more than historical interest and a fitting memorial for a great central banker.

One of the foremost financial writers of his generation, Peter Bernstein has the unique ability to synthesize intellectual history and economics with the theory and practice of investment management. Now, with classic titles such as Economist on Wall Street, A Primer on Money, Banking, and Gold, and The Price of Prosperity—which have forewords by financial luminaries and new introductions by the author—you can enjoy some of the best of Bernstein in his earlier Wall Street days.
With the proliferation of financial instruments, new areas of instability, and innovative capital market strategies, many economists and investors have lost sight of the fundamentals of the financial system—its strengths as well as its weaknesses. A Primer on Money, Banking, and Gold takes you back to the beginning and sorts out all the pieces.
Peter Bernstein skillfully addresses how and why commercial banks lend and invest, where money comes from, how it moves from hand to hand, and the critical role of interest rates. He explores the Federal Reserve System and the consequences of the Fed's actions on the overall economy. But this book is not just about the past. Bernstein's novel perspective on gold and the dollar is critical for today's decision makers, as he provides extensive views on the future of money, banking, and gold in the world economy.
This illuminating story about the heart of our economic system is essential reading at a time when developments in finance are more important than ever.
